“We need national action and sadly, our Congress has been dysfunctional when it comes to addressing these threats to our children. So you’re absolutely right. This should be at the top of every legislative, political agenda. There should be a lot of things done.

So that is the context, she is not talking about censoring adult political conversation (unless they perhaps involve child or other porn or violent threats) which seems reasonable to me.

I can’t find a complete transcript of the CNN interview at this moment, but reports suggest she was talking about children online. She was being asked about children being disconnected from their families, spending their lives online and the effects of lack of offline social interaction and volunteerism. Her reply was:

There was a time when Republicans where also in favor of children or others not automatically having access to child (and other) porn and not having to face online death or assault threats continually, and for children to pay attention in school.

But now, I’m guessing that is the basis of liberty?
